The Failure of the 28-Clause Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the crisis triggered by the presentation of a new comprehensive peace framework for ending the war appeared – briefly – to have been defused. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of aerial bombardment on Kyiv.

The Rhythm of Peace Talks and Military Action

The chain of contrasting events captured the bleak nature of the current period. By day, negotiation efforts are waged: positive announcements are delivered from multiple capitals. Considerable effort is allocated on restraining specific proposals. By night, Russian leadership clearly shows the world that, for them, military action persists as the key method for achieving "settlement".

Nocturnal Warfare

As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is able to track missile launches from across the border, a capability provided through timely intelligence. From vantage locations, military aircraft that had been deployed to engage hostile aerial threats roared overhead – sophisticated military planes supplied to Ukraine by NATO members.

Moments later, Kyiv's air-defence systems engaged: several firings fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, presumably delivered by allied countries. Every firing shakes the surroundings, shaking the windows. The moment of terror quickly transforms into sober acceptance: perhaps the approaching threat won't cause damage this time, protecting urban areas from catastrophe and additional electricity failures.

Continuous Dangers

Soon after, a heavy machine gun fired at a drone close by, part of a defensive team – probably imported technology. Regrettably, the projectiles didn't strike the opposing UAV – it continued its flight toward its destination.

With pauses, this persisted until dawn. Kyiv faced the early updates: several casualties, destruction and utility failures in numerous residences as a result of the evening attack. As typically, everyone still went about their day – enduring hostilities. But those 24 hours encapsulated Ukraine's essential dependence on international aid – a dependence that neighboring countries are clearly incapable to fill in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from US administration sparked intense emotion, debate and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.

Every new approach from American administration adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually win the battle. This cycle will, no doubt, persist.

Tactical Assessments

It is tempting to accuse certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. American leadership works based on a assumption understood by international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The White House assumes that it is unfeasible to force Russia to relinquish the areas that it already controls in Ukraine's southern or eastern regions.

The issue is that while acknowledging this situation, Washington does minimal to prevent Kremlin actions, through words or deeds, from believing that the situation will not shift further in its advantage in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their reason to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's government remains completely certain in the result.

On the contrary, Kyiv believes that Ukraine can still persist, slowly losing people and territory but avoiding a entire defensive failure until circumstances change in its advantage.

Present Conditions

Factually, there are no real preconditions for a truce. Now, personal considerations are coming into play: political desires to broker a ceasefire and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unsuitable, so that their focus does not shift toward domestic problems. And although their mission will now be considerably more difficult after current events, it remains quite doubtful that this will change their overall approach.

These two forces are driving the talks.

Summary and Prospects

It took a just a single week to kill the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, latest revelations, all achieved their purpose.

While new proposals based on previous concepts are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect specific hesitation to modify developments, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, primarily depend on sustained allied backing.
